Signatories including Grupa Azoty S.A. have endorsed a manifesto titled “For a National Hydrogen Strategy that keeps its promises on deindustrialization,” calling for comprehensive governmental support in France’s National Hydrogen Strategy revision. Initiated by France Hydrogène, the collective stresses the crucial role of a revised strategy that integrates deep decarbonization with territorial reindustrialization.

“France has the trump cards in hand: the gigafactories of key hydrogen equipment are being built; a fabric of SMEs-SMIs is rapidly being structured in the territories; national R&D&I is one of the sector’s global drivers…” states the manifesto.

The signatories stress the importance of avoiding “cliff effects” on all emitting sectors, along with the necessity for sustainable industrial, fiscal, and social returns from hydrogen’s decarbonization efforts.

The manifesto calls for the national strategy not to limit itself to the decarbonization of part of the 50 most emitting industrial sites. “Prioritizing the allocation of hydrogen to a few industrial sectors would seriously compromise the collective effort made by the Government and industrialists since 2020,” the document warns.

Philippe Boucly, President of France Hydrogen, states, “Two objectives appear to us to be inseparable from the National Strategy currently being revised: hydrogen must make it possible to deeply decarbonise the sectors of our economy while reindustrialising the territories. Keeping these two issues in mind will contribute to France’s energy and industrial sovereignty.”

The manifesto underlines the importance of not relaxing public efforts at a time when decisions will determine France’s future energy and industrial sovereignty.
