Germany’s Hydrogen Ambition: a Strategic Push Towards 10GW Hydrogen Production by 2030

In a strategic leap towards achieving net-zero emissions by 2045, Germany has updated its national hydrogen agenda, ambitiously expanding its domestic 2030 electrolysis capacity goal from 5GW to an impressive 10GW. This refined strategy is expected to set a roadmap for stimulating hydrogen production and consumption in the nation.

Notwithstanding this substantial surge in domestic production goals, the German Government estimates the nation’s hydrogen demand to reach between 95-130tWH by the end of the decade. However, it is anticipated that only 30-50% of this demand will be satisfied through domestic supply, underlining the need for a formidable import strategy for the energy medium.

As per the refreshed strategy, fulfilling the entire demand through domestic production wouldn’t offer economic dividends to the energy transition-related evolution. As a result, a distinct hydrogen import strategy is presently in the works. This innovative strategy is set to assure Germany’s global partners of its dedication to enduring alliances, reliable supply chains, sustainable standards, and technology sharing.

This strategic progression follows on the heels of Germany and Norway’s intensified alliance on hydrogen. Earlier in the year (2023), the two nations revealed plans for a large-scale conduit to channel hydrogen from Norway to Germany.

Reflecting on this strategic enhancement, Robert Habeck, Federal Minister for Economic Affairs and Climate Protection, expressed, “By updating the national hydrogen strategy, we are setting the trajectory for the next phase in the hydrogen market evolution, which we have consistently stimulated since taking office: transitioning from research and demonstration to large-scale production.”

Supporting the initiative further, Federal Development Minister, Svenja Schulze, commented, “The updated national hydrogen strategy is a visionary move, both domestically and internationally. The global hydrogen market must function equitably, differing from the historical fossil world economy. Germany’s message to our partner countries is: we aspire not only to reliably import hydrogen but also to assist in ensuring that the novel hydrogen supply chains result in positive, sustainable development.”

The amended strategy also underscores the potential of hydrogen in high-demand sectors such as trucking, aviation, shipping, power production, among others. It re-emphasizes the opportunity for Germany to position itself as a technology front-runner in the hydrogen marketplace.

In alignment with these aspirations, Germany intends to establish a 1,800km hydrogen infrastructure comprising converted and newly constructed pipelines through EU funding by 2027.

Affirming the significance of hydrogen in the energy transformation, Germany’s Federal Transport Minister, Dr. Volker Wissing, noted, “Hydrogen and its byproducts are a crucial element for sustainable, climate-conscious mobility, and they meaningfully supplement other alternative propulsion systems. Its usage in the transport sector contributes to the essential scaling of the hydrogen economy. Hence, it is crucial and logical that transport plays a central role in the enhancement of the national hydrogen strategy.”
