Today, U.S. Senator Joe Manchin, a member of the Senate Appropriations Committee, declared an allocation of $25,852,107 from the U.S. Department of Transportation (DOT) for three critical transportation developments in West Virginia. This funding will be utilized for the enhancement and renovation of transportation infrastructure in Parkersburg, the construction of a versatile transit center in Martinsburg, and the design of a pioneering solar-powered hydrogen fuel plant in Grant County.

Senator Manchin expressed his satisfaction with DOT’s investment of over $25 million in these crucial transportation projects. The announced funds will contribute to vital improvements on Pike Street in Parkersburg, such as the addition of new lanes and sidewalks. They will also facilitate the establishment of a multipurpose transit station in Martinsburg and aid in the design of a solar-powered hydrogen fuel plant in Grant County. Senator Manchin affirmed his support for these initiatives and anticipates their positive impacts in the coming years. He pledged to continue advocating for resources to enhance transportation infrastructure and opportunities across West Virginia as part of the Senate Appropriations Committee.

The DOT’s Rebuilding American Infrastructure with Sustainability and Equity (RAISE) Program is the source of the funding, which aims to support pivotal freight and passenger transportation infrastructure projects at the state and local levels.

Details of the individual awards are as follows:

  • $10,960,000 to the West Virginia Department of Transportation Division of Highways, Parkersburg: The funding will be used for significant improvements on WV-14 (Pike Street), including lane expansion, turning lanes addition, sidewalk capacity enhancement, accessibility upgrades, crosswalks, crossing signals, stormwater and lighting improvements.
  • $10,322,107 to the West Virginia Department of Transportation, Berkeley County: This allocation will go towards the construction of a multimodal transit center in Martinsburg. The center will feature a transfer center, administrative building, fuel station, maintenance and storage facilities, stormwater improvements, ADA compliance measures, bicycle parking, and charging infrastructure for electric buses and personal vehicles.
  • $4,570,000 to the West Virginia Department of Public Transit, Grant County: The funds will be used to design a solar-powered hydrogen fuel plant. The project will take place in two main phases, with the first involving the construction of a Photovoltaic Array to power an Electrolysis Hydrogen Production Plant. The second phase will focus on the development of facilities for the compression, storage, and delivery of hydrogen to on-site stations for hydrogen fuel cell-powered transit vehicles.
