  • Ambitious Moves Towards Climate-Neutral Energy and Sustainable Industry

In a determined push towards a climate-neutral energy system and a sustainable industry, the Dutch government is intensifying its focus on hydrogen, aligning with Europe’s significant ambitions in the sector. The nation’s cabinet, represented by ministers Micky Adriaansens (Economic Affairs and Climate) and Rob Jetten (Climate and Energy), is investing heavily in both supply and demand aspects of the hydrogen market. Their plan includes €9 billion earmarked from the Climate Fund to boost hydrogen initiatives, including subsidizing electrolysis and incentivizing the industry to progressively utilize renewable hydrogen starting from 2026.

Domestic Hydrogen Supply and Demand in Focus

In parallel with the implementation of policy favoring hydrogen import, the government aims to actively stimulate domestic hydrogen supply and demand. In line with commitments outlined in the Climate Agreement, the Netherlands aims to have a minimum electrolysis capacity of 4 gigawatts by 2030, the crucial process for green hydrogen production. Moreover, they have set an ambitious goal of reaching an electrolysis capacity of 8 gigawatts by 2032, contingent on the growth of offshore wind energy, expansion of the energy infrastructure, and industry’s electricity demand.

Government Subsidies to Boost Renewable Hydrogen Production

 To augment the supply of renewable hydrogen, the government has opted for a multi-pronged approach, deploying various subsidies. Alongside the existing electrolysis subsidies, such as SDE++ and IPCEI, an extra €1 billion will be allocated in 2024. An additional €3.9 billion will be set aside for upscaling renewable hydrogen in the subsequent years. The Main Energy Structure Program will facilitate the identification of potential sites for electrolyzers (hydrogen production facilities) across the Netherlands. The government is also committing a €300 million subsidy under the H2Global initiative to significantly boost the import of hydrogen to Northwest Europe. Concurrent efforts are underway to develop the necessary infrastructure for hydrogen transportation and storage.

Hydrogen: Indispensable for Achieving CO2 Targets

 Minister Rob Jetten (Climate and Energy) expressed, “We are strengthening our energy relations for the import of hydrogen, but we also want to significantly increase hydrogen production within the Netherlands. We are allocating a substantial amount for this, which is in line with the great ambitions that we as a country have for the development of hydrogen. Achieving our CO2 targets is paramount, and hydrogen is indispensable for that.”

To drive the usage of hydrogen in industry and transportation, the government is employing a dual strategy of subsidies and mandatory regulations. In anticipation of binding hydrogen targets set by the European Union, the Dutch government is encouraging industry to gradually increase the utilization of renewable hydrogen. The government is also exploring the introduction of subsidies for hydrogen users to cover the costs of converting installations or using renewable hydrogen, aiming to render the necessary investments for renewable hydrogen usage more attractive.
